CAREA e.V. has existed since 1992 (since 1995 as an independent association) and originated from a nationwide project for solidarity work on Guatemala. In January 1993, CAREA e.V. sent international volunteers to assist the refugees on their return from Mexico and their resettlement in Guatemala, on the basis of the return treaty of 1992 between Guatemalan refugees and the then acting government.
After the end of this secondary work CAREA e.V expanded the concept and since 1998 has sent volunteers as international human rights observers to the Mexican state of Chiapas.
Since 2004 CAREA has been again active in Guatemala. The association prepares volunteers for the work as international guides for the witness accompanying project of our partner organization CAIG (Coordinación del Acompañamiento Internacional en Guatemala) in the context of the pending genocide trials against senior officials responsible for the crimes against humanity committed during the Civil War (1960-1996). The purpose of the accompaniment is to protect the witnesses and survivors of the genocide of the indigenous population in the context of the trials.
CAREA e.V. has taken over as the only organization in Germany with the task of recruiting and selecting those who are interested and ensuring intensive preparation for working as a human rights observer.
The association is nonpartisan and ideologically unbound. Its goal is to support the population threatened or expelled by violence by monitoring the human rights situation in conflict areas and assisting the affected population in terms of physical presence. The presence of international observers is meant to protect against attacks by military and paramilitary groups and to expand civilian space for manoeuvre by establishing an international audience. This happens in the context of civil non-violent conflict transformation. This work follows the principle of non-intervention and impartiality.
